Meet The Partners

Charles C. Appleby


Charlie Appleby is a founder and retired CEO of Advanced Disposal Services (ADS). Under his stewardship, ADS grew from a small regional operation to the fourth largest solid waste management company in the United States, with operations providing integrated solid waste services throughout the eastern United States and the Bahamas.

Charlie has more than 40 years of diversified business experience. From 1996 to 2000 he was president of a private investment company. A certified public accountant, Charlie served in various capacities in several international and local accounting firms specializing in taxation, mergers and acquisitions from 1977 through 1996.

Charlie served as a Trustee of the National Waste & Recycling Association from 2008 to 2016, and as Chairman of the Board from 2010 to 2014. He was inducted into the National Waste & Recycling Hall of Fame in 2014. He has been a director of the Detachable Container Association since 2009 and served as the organization’s president from 2015 to 2017. In 2009, he was selected as an Ernst & Young Florida Entrepreneur of the Year Award Winner.

Charlie retired in 2001 as a promotable colonel in the Florida National Guard after 31 years of service to the United States Armed Forces, having served in numerous capacities throughout the world, including Deputy Commanding General of the 32nd Army Air and Missile Defense Command, and Commanding General of a Florida National Guard major command. He and his wife Martha have been married for 43 years. They have three children and five grandchildren.

Christopher Beall


Chris Beall has been a leader in the field of infrastructure management and infrastructure investing for nearly 20 years, earning the trust and confidence of clients as an infrastructure investor and investment banker. Prior to his career in infrastructure finance, Chris also held roles in operations and engineering.

Chris was formerly a Partner at Highstar Capital, and a Managing Director and Co-Portfolio Manager at Oaktree Capital for Oaktree’s Infrastructure Investing Strategy, which acquired Highstar in 2014. He also served on the Executive Committee and Investment Committee at Highstar and for Oaktree’s Infra strategy. At both Highstar and Oaktree Infrastructure, he was responsible for all aspects of investment and portfolio management. For a decade, Chris was a leader of Highstar’s investments in the vertically integrated waste management sector, including Advanced Disposal and Veolia North America.

Mike Lavengco

President – CEO/Director

Mike is the President – CEO of IWSG and a Director. Mike has held many positions his 36-year career in the waste industry with major corporations and regional companies such as President of CTR – Central Texas Refuse, Waste Management, and BFI holding key positions at all levels including Sales, Sales Management, Division President, Governmental Affairs, Area VP, and Director M&A in a five-state region in the south-central US including Texas, Oklahoma, Arkansas, Louisiana, & Mississippi.

While in Louisiana, Lavengco was appointed by the Governor of Louisiana to the Louisiana Economic Development Board. In Texas, he has served as a Planning and Zoning Commissioner in two counties as well as Emergency Services District Commissioner in a third County in Texas. Additionally, Lavengco has served on the board of directors for both the HGS – Shell Houston Open and the Louisiana Open Web.com Tour for over 15 years on their Boards and Executive Committees

Scott Bradshaw

Vice President of Operations and Business Development

Scott is the Vice President of Operations and Business Development of IWSG.  Scott has a broad range of experience spanning over the past 25 years in the solid waste industry, including specifically oversight of collection, recycling, transfer station and landfill operations in the States of Indiana, Kentucky, Missouri and Texas.

Scott’s responsibilities have included: community relations, customer service, collection and landfill operations, equipment maintenance, sales, and the full responsibility of the financials and the safety and development of all employees.

Scott began working in the solid waste sector with a family owned company and earned increased responsibility with major waste corporations including Republic Service, Waste Connections and Advanced Disposal. Scott began working with IWSG in late 2018.

Ben Ellis


Ben joined IWSG in 2020 and is the Chief Financial Officer.  Ben has more than 17 years of experience covering a wide range of financing and transactional capacities.  For the 6 years prior to joining IWSG, Ben was the CFO for two Private Equity sponsored energy portfolio companies and was responsible for all financial functions of the organizations.  Ben spent the 11 years prior working for BP in their Mergers and Acquisitions Group and as a Vice President in Merrill Lynch’s Global Energy and Power Group in Houston.  During his career Ben has been involved in over $30 billion of financing and M&A transactions.

Ben has a B.E. in Biomedical Engineering from Vanderbilt University and an MBA from the McCombs School of Business at The University of Texas at Austin.

Charles L. Appleby

Vice President of Post-Collection Operations

Charlie is Vice President of Post Collection Operations and is a 13-year veteran of the waste industry.

In the 13 years he was with Advanced Disposal services, Charlie worked his way up through various positions to General Manager of landfills in Florida, Georgia and Tennessee.

Charlie was responsible for the construction, development and daily operation and profitability of the landfills and worked directly with the state, county, and local elected officials. Among other duties Charlie, was engaged in implementation and monitoring of Federal, State, Local ordinances and regulations on landfill operations and maintained effective relationships with the respective regulators/inspectors.

Charlie joined IWSG in 2018 to assist in management and due diligence of post-collection operations
